I think it’s more: “team X is offering Y.”

 

Can you one up that offer?

 

High stakes poker goes through multiple rounds of betting.

 

Raiders need to maximize return on their investment. 
 

Bills don’t want to give up that second round pick… but they could be persuaded.

The Saints already have a recent 1st round WR,and Shaheed who's having a very good year, plus Kamara who averages about 75 catches/year. With all those mouths to feed, Adams isn't choosing the Saints if it's up to him.

Maybe BBB said we’ll give you one of our 2nd rounders, but we’ll need you to work with us on the cash piece.  If no one else is willing to match a 2nd rounder, give me a call.  That would be an offer and then monitoring….

I have a feeling the Raiders are currently holding firm on wanting to offload his entire salary and to receive a 2nd round pick, and that Beane has told them "good luck with that. If you decide you're willing to eat some salary, give us a call"

In other words, at the current asking price, the Bills aren't interested. If the asking price changes (and/or an agreement regarding salary considerations is made), then they're interested. 

Ball is in the Raiders' court.
