It honestly should have been both. There is 2 penalties on offense. Illegal touching penalty is declined... Intentional Grounding penalty is accepted. Result of play being a safety.

 

There is no rule that states illegal touching cancels our intentional grounding

Yeah, the few times I've noticed him has been for totally inane comments. i.e.

"The Ravens going up 14 could really put Dallas in trouble but  if Dallas stops them instead it could be really big."
