Basically, if you have a good idea for a business but you've never started a company before, an incubator can help you make it happen.

Minority/Women-owned Business Enterprise. Firms owned by minorities are eligible for certain grants. In addition, there’s often a requirement that MWBEs are specifically included in requests for proposals and contractor contracts. 
 

In NYS, we in municipal government have an updated database of MWBE firms that we mail out RFPs to. We shoot for a 20% MWBE response rate.

It's nonsense and just an opportunity for fraud. We already have an opportunity economy. If you want to open a business then do it. There are plenty of businesses with low barriers to entry and if you need cash there's this thing called banks. If you need the government to help you then you are probably a moron and will be out of business quickly. If they are going to give businesses free grants and $50,000 tax incentives then how many "new startups" do you think there are going to be? Everyone is going to open a fake business and reap the rewards and then close it down. I could create multiple businesses which would just be a reorganization of what my businesses already do. It's a joke.

My wife started her business in the early 90s and would have qualified as a MBE had such things been around, or had they been around, had she known about such things.   I think sensible programs operated by professionals, with mentors to guide, coach and encourage make an awful lot of sense in moderation. 
 

The challenges can be that like anything else, power can corrupt, insiders can benefit to the detriment of those in need, and those who operate inside government entities often have very little real world business acumen.  Not always, and certainly not exclusively….but it’s interesting to me that in many cases, municipal/state government(s) are at least somewhat responsible for erecting the barriers to entry. 
 

I’ve also worked with a few individuals who took advantage of local business incubators.  I love the idea.

I agree. One of the big barriers to entry is education, i.e. knowing how to market, to advertise, how to price things, etc. There's a billion examples of "boss *****" getting a business loan to open a boutique, and it lasts about a month because it's not advertised anywhere, is completely inappropriate for the area, and the goods are low quality. 

 

Business incubators like West Side Bazaar are fantastic.

The regulatory environment is treacherous for new businesses.

Business incubators like West Side Bazaar are fantastic.

It’s telling of course that our education system in some cases leaves this sort of education out of the curriculum.

having actually worked with incubators, mostly funded by large businesses so they get a cut of any success and write off of all the failures, they are, as the name suggests, incubators that provide a lot of the support functions a business needs before a new idea or concept might be able to afford that allowing them to work on their idea, market development and customer generation. 
 

but go on tell us more about how this is communism and stupid and other insipid phrases like “pull yourself up by your boot straps”. Genius.

As the owner of multiple businesses this socialist scheme is just going to result in fraud. If you offer to give people money for opening a fake business then they will gladly take you up on that and laugh in your face. There are books, classes, meetups, online discussions and videos, mentors, friends/family. Not everyone is meant to do this. Most people are really really stupid and lazy and that's why we have employees.

P.s. I’ve met many ‘serial entrepreneurs’ they are such usually because none of their ideas/business are actually business/successful. YMMV.

It’s not free money. Most grants are matching, meaning you have to put up at least 50% of what you’re asking, and a lot are paid out as a refund after work is completed, so you have to pay up front.

As I said the companies provide money or more often business support, lawyers, accountants, HR etc, so the ‘founders’ can focus on their business ideas.
