Have both candidates agree to the questions before the debate. Have a timer that mutes the microphones. And make the candidates self police each other. This should be a interrogation into why they should be the most powerful person on the planet. I really dont care if one or the other fold under the pressure. Its better then folding to a REAL enemy.
