IUI doesn’t have a great success rate when compared to IVF, so people going through it often think of it as an unfortunate extra step on the way to IVF. People who are lucky enough to not be familiar with fertility practices don’t understand the nuances, so it’s just easier to say IVF as opposed to explaining the nuances.
