Businesses go though great lengths to get cheap labor. But are not setting up shop in low income areas where there is less wage pressure. I agree with your second point, and will add that there are often extra expenses in opening in poor areas (insurance requirements are a big one). That’s why government grants and financing are important to help offset these costs. Five Points in Buffalo was a drug-filled hovel before investment, and now it’s a thriving neighborhood. Socio economic divergence is probably one of the largest indicators of violence/crime. Its also a choice for most. IE, bad results for bad actions. Good results for good actions.
