First off you need a virginia drivers license and it has to have been issued 30 days prior. Secondly they run the check and register each weapon in a central database and they do check if you have bought another in the last 30 days.

If they suspected kidnapping, then the family must have taken their eyes off the toddler for much longer than "a minute". Why wouldn't they suspect drowning immediately if they were right there with her.
