The government hasn't met an A-76 they couldn't win by not having to play by the same rules they hold the companies who respond to it to. (then again, minimal tonnage)... That was won 2 times by the gov't and with political pressure opened for the 3 time and given out to contract. Buffalo district lost Great Lakes dredging ops. in the early 80's... 2 years later contracts went up 300% when they realized there were no "in-house" people to match...

The government is under NO obligation to accept pricing increases like that (especially without significant justification) and it's DCAA's job to hold the contractor responsible.
