Replay Review Approved for Game Clock Expiration before Snap

If the officials say theu allow 1 second past zero on the play clock to snap it, why not just add 1 second to the play clock so 0 means it’s a given it’s late????

It is NOT the play clock. When they first started talking about it I looked things up and made it very clear they were talking about the GAME clock at the end of a quarter or half.
