Expand US follows “duty to warn” so even if we have a hostile relationship with a country, we still often warn them if we learn of an impending terrorist attack. If Ukraine wants to target legitimate military or infrastructure targets in Russia, that’s fine. But actually targeting civilians is always bad. 1 1

Committing an act of terrorism then blowing themselves up or being killed in some fire fight. But Russia has claimed the capture of 4 attackers and several others while asserting they were fleeing the scene heading for Ukraine. Allowing yourself to be captured doesn't demonstrate the usual level of commitment to the cause. Under interrogation and certain torture we can expect they'll be talking.
