When one crosses a sovereign nation's borders illegally, that person is invading the sovereign nation. Therefor, that person is a foreign invader. Since we choose not to defend our borders against foreign invaders, as WNYGUY points out, 100% of them are breaking the law by being here. Only question is how many laws they break.
