I would add additional picks in order to acquire another 1st personally. Any sort of combo Diggs + 4 + 6 for 24th overall or Diggs + 2025 3rd + 7th for 24th overall 3

I am purely speculating that the Bills brass is somewhat tired of Diggs dissappearing acts in big games. It's the only reason to ever think about trading him. 1

That money might be on the cap now but it was likely paid in cash terms years ago. The team that paid it has to account for it.

They had the cap space to absorb the stupid salary.
