Snow only forms good snowballs when it has a lot of moisture in it, probably has to be above 25 degrees for it. I mean someone could always add some liquid tho I guess. Beer balls?? Urine balls?? This is good. It will look cool on TV if everyone is throwing powder. Very uncool if snowballs are raining down on the players and Bills get penalized for it.
