So, the receiving team's player can stand out of bounds, touch the ball that is in the field of play and it's still illegal procedure? Shouldn't that actually be illegal touching on Pittsburgh? I thought the player that was the first one to touch it while out of bounds was illegal touching

That doesn't make any sense. Why are is the kicking team being penalized when they didn't kick the ball out of bounds. If anything, it should be illegal touching on Pittsburgh
