A child with a toy gun shot by a police officer is always tragic, and should be investigated thoroughly to figure out what happened and why.  If criminal charges are warranted, they should be pursued.  

 

A couple questions arise here.  Would you classify the hypothetical actions of karen a prank?  The loud neighbor embellisher, is that a prank in your eyes? I'm asking you, not your projection of what some people (other than you) might say.
