I think the actual story is the couple was returning from Canada because the Kiss concerts in Ottawa and Toronto were canceled by the band.  They stopped at a Casino on the Canadian side prior to coninuing back home.  And the crash occured at the Customs checkpoint coming back to the US.

 

Liam has it slightly incorrect.  Perhaps Detroit Rock City was playing at the time too?

No. They were from Grand Island. They raced down Niagara Street, hit the  median, became airborne and landed at the booths  that you go  through just before getting onto the NF US  city streets. Because of the time and there was no holiday coming up in Canada, the booths were almost deserted.
