The go-around of legality is saying that the owner is not in custody of their animal (the animal is not behaving). This is subtle. Few businesses want to get into that grey area. I've been in Lowes (and other places) where people have dogs as service animals that are not service animals. I've made comments that their dog was not legal. They get mad A true service animal will never be social, happy, or look to engage people. They're working. A solid tell is if someone is letting people pet their dog, they are carrying their dog, or their dog is on a simple leash. Quote
