That's exactly what it was. It was on the ground and he was downed by that point. His body rested essentially. It can be a catch easily

How is that a catch? He doesn't survive the ground. He has to maintain control. He doesn't maintain control and doesn't make a football move.

We would like to see Allen play a bit smarter.  That includes him taking on lineman when he scrambles.  Not wise.
