Some insurance companies are also leaving or reducing underwriting in California due to state regulations and fire exposure2. In 2018, a law was signed prohibiting insurance companies from canceling or refusing to renew homeowners' policies in areas impacted by a wildfire until twelve months after the blaze3. Insurance companies have challenged this regulation in court. The state insurance department is expected to begin requiring that providers offer lower rates to homeowners who fireproof their homes, which some in the insurance industry worry could lead to providers scaling back their presence in the state even further 1

Those costs are based on risk and replacement costs. If you live somewhere where fire, earthquakes, or floods/storms will cause your home to be replaced then insurance companies will raise your premium. And, just as importantly, if the cost of replacing your home goes up, so too will your premium. Is this complicated? No. 1
