Well, if you mean another team can't move to Toronto due to the Bills territorial rights, than yes. 

 

 

But that's clearly not what this thread topic or the link in the OP is talking about.  It's about marketing agreements between and a country.  The Bills are free to apply to such agreements with any of the countries in the NFL's pool of such countries.  It has nothing to do with the Bills and Toronto.

 

But yes, Canada is a country.

Hard to judge without the specifics. What's the cost vs return? If the Bills already have a good international fan base, like you say, then why would they need this?

I remember I saw these partnerships on a map a year or two ago. I was mad but then completely forgot about it until now. In conclusion I guess I was not that mad about it.
