Houston’s “win now” attitude only works when you’re close - just missing a couple pieces and you’re willing to mortgage the future for this year. See: The Rams. 
 

But Houston wasn’t close. They gave away two enormous picks for next year to move up 9 spots. If this doesn’t work, and it likely won’t, Houston will be awful for quite some time.
