I have a fully developed and functional "conscience." The Chairman of the Joint Chiefs advises the Secretary of Defense who then serves the president. The services do not form military policy. They advise on what is possible and recommend how that they would prefer to carry out directives given by the national command authority. Regarding this suggestion of what Trump said, I wouldn't doubt it at all. The guy has no normal, disciplined control over his mouth and has said countless stupid things. I'm quite certain there was never any realistic threat to perform a nuclear strike on North Korea. 1
