I believe Allen is best QB Bills have ever had. I also think Diggs is now a top 5 Bill.

Here is my top 10. After Reed at 7 there are probably 10 guys that I would not argue could be the remaining 3 of the top 10.

 

1. Bruce Smith

2. Josh Allen

3. OJ Simpson 

4. Thurman Thomas

5. Stefon Diggs

6. Jim Kelly

7. Andre Reed

8. Jack Kemp

9. Cookie Gilchrist 

10. Joe DeLamielleure

Kelly is too low on your list but I agree with everyone else. Although it pains me to agree with the OJ pick but I know we have to separate the man from the player. 
might have Kelly at 4 behind Bruce, JA17 and Thurm. 
 

*disclaimer - JA could lose his place on the list with a Cam Newton-like fall in play or a Andrew Luck-like early retirement.

Maybe swap oj with Jim.

1-9 are debatable, but Joe D would be far below my top 10.

He may be in HOF, but yes, I put Reggie and most definitely Billy Shaw above him. Solid meat-and-potatoes player, but nothing too special, not to my teenage eyes anyway. Light years better than Ruben Brown though.

Joe D is a bit elder my time, so I might transpose him with one of our awesome linemen in the 80-90’s.  Ritcher , Wilford, House, or Hull.  Those guys punched so many nice holes for the Thurmonator.

In no way is Josh ahead of OJ on the list.

 

Not yet, at least.

 

He has the ability to be 1 or 2 however.

 

Equally, no way is Diggs ahead of Jim Kelly.

 

Any of the current Bills have a long way to go before they get on the list.

 

Unless I have no idea of what you are trying to rank.
