That is not my question.  Question is whether he can be active all remaining games for Bills since he was inactive one game for Colts.

Where are you seeing players can only play 17 games? Is this a new rule? Guys have played more than a single team schedule in the past due to trade/waivers. 

 

In fact this happened in both 2018 with Damon Harrison and 2019 with Emanuel Sanders when they played 17 in a 16 game season by changing teams. 

 

To my knowledge there is no rule and Robert Quinn is also being written about as being the first to play 18 games.
