According to Spotrac, suspended, injured reserve, PUP, PS all count against the cap.

It wouldn't shock me if he works his way onto the PS.

Probably wanted to see how things looked injury wise after 6 weeks...didn't need to make any sort of roster move at the time, so why wouldn't you let things play out and see how the season started?

Smith was good on special teams and made a few big plays late last year and against NE* in the playoffs.

Gotcha, I thought we were talking about freeing up a spot on the 53 man roster though.
