He spread the money around all right, mostly (at least visibly) to Democrats and the Dem party, but lots to Republicans too. And he accomplished the apparent goal: crypto trading not being treated as securities trading. Another moral of the story: these charges were dropped because the Bahamas wouldn't extradite him if they were in play.
