There is also a financial benefit to cutting him.  Not saying that they will but he isn't necessarily looking sharp either

 Yes he would have to be given quite the offer to leave the Bills imho.  He and his family likely were thrilled to return to the area and the team.  Barkley has earned a decent amount in his time in nfl so money alone likely isn't gonna entice him and his skillset is not a starting qb really or he'd already have secured a spot with the utter lack of qb talent that was in the NFL when he got drafted.  That low level of talent for starting qb has risen somewhat but still not sufficient to fill the backup and vet roles in wb rooms with options better than Barkley.  He's also likely on a team friendly salary.

  I also believe there is nothing preventing a team of giving some sort of signing bonus to a player they put on the PS.  So Bills could send a lil bonus his way to offset the money differences.

Bang. PS, and the team has the discretion to give him more than the minimum.  They can sweeten a little and he probably won’t be poached. It’s the smart move.  He’ll be here IMO.

For me, Matt Barkley is one of those guys. I get it. He's the 3rd string QB on most predictions. He likely would be inactive each week, but he can still fill-in 

 

I just think what he adds to the QB room, his knowledge of the offense, and his willingness to try to fill a hole in a pich is valuable.

 

So, who do I cut?  I would cut whomever is the 5th or 6th special teams guy or that 9th or 7th guy at a position.

 

I will admit, I immediately felt bad for Barkley as a person when we traded for Keenum.  He and Josh are close, the team loves him, he loves being here.  He is a fun guy and good energy on the team.

 

But, end of the day, it is really hard to imagine or even justify keeping a 3rd QB.  And Keenum is just a better QB, so as much as I like the guy, he won't be on the team IMHO.  

 

And he clearly loves it here, so feel bad for him, but its the right football decision.

Plus, then you have the Holding Specialist as recommended by @BringBackFergy.  Besides the emergency QB option and the holding specialist, adds another threat of fakes to the field goal and punting formations.

Is there?  From what I can tell his entire contract this year ($3.5 million is guaranteed) and he's off the books after this year.

All of his guaranteed money was cleared when he was traded.  He has no dead cap hit right now.

His salary will guarantee after the cutdown.

 

Not that I want the Bills to cut him.

I guess if you could talk to him about if you can keep him in that role until you find someone but he'd have to be cool with being on the team in a spot he's going to get cut for instead of potentially out there to get picked up by another team.

He should get some lucrative Buffalo endorsements.  Put him on the Practice squad and get him some car dealership and restaurant endorsements. He might be the most popular player on the Bills right now after his punting job.

If Barkley is on the PS I see minimal risk.  He can be activated if needed.  The only risk is having 2 QBs going down in one game.

Even if it happens, I'm sure the chances of QB3 coming in cold off the bench and winning that game are not great.

 

With the new rules allowing a PS player to get "elevated" for a game a couple times a year more teams are keeping only 2 QBs than

ever before.
