Contest for best fan attempt at impersonating /reenacting a famous Josh Allen play (Barr leap, the "Git Off Me" Throw, Dallas 4th down sneak, etc.), judges are the players.

Center it around downtown canal district. Water sport games: kayak races, balloon toss, paddle board relay shot gunning a beer at handoff, mascot dunk booth, volleyball tournament etc.

You have your serious ideas, and then you have the idea to have fans recreate the 13 Seconds with Bills players.

Have the Defense square off agains the O (the "Chiefs") to recreate the final 13 seconds and let random fans make the defensive calls from the sideline and see how close you can get to 100% of them calling plays that ends the "Chiefs" drive!

 

Maybe another lucky fan can be "practicing kickoffs" on the sidelines, while a guest star/layperson can tell everyone it's a squib kick scenario.

 

Any woeful  fan who can't successfully stop "the Chiefs" can then lead the crowd in a chant of "the players didn't execute!!".

 

I can foresee lusty enthusiasm from all attendees!

There is a company called https://www.cluedupp.com and they do big public city events but also cool corporate events, team building things, etc that can all be hired to do.  They are awesome and very interactive.

 

Their main game is they do interactive murder mystery puzzles through a part of town or specified area.  It’s all done through your phone which has the map, clues, clue locations, etc.  Teams can be up to 6 people and each team can start wherever they want and whenever they want within the alloyed game window.  Goal is to solve the mystery the fastest and clock starts when you interact with your first clue.  Clock stops when you submit who, where, and with what weapon correctly (like the bird game clue) and posts your time on the scoreboard.  

 

Set up teams where you have one player on each team and they work to solve the puzzle.  Literally nothing is needed to do this game other than a cell phone.  No other infrastructure is needed, they set everything up and it’s a lot of fun.  So they do all the work on setup and execution of the games.
 

PS:  Everyone should check their website, if there are games in your area I highly recommend this, it’s cheap and a fun day with friends :)

Assign fans to a player at random. 20 players,  2000 fans = 100 fans per player. Set up sections. 

Have the teams do bills and player trivia, contests,  and games head to head at different stations. Each fan will do each station. If you have 20 fans per station based on the number of players,  you can set a time limit at each station and cycle everyone through according to your time schedule. 

The winning player's team gets autographed items from the players in attendance like 8x10s or cards or whatever.

How about a booth where fans get to live an NFL experience: Getting hit by a real NFL blitzing linebacker.  Only fans with current medical insurance could participate.
