I think you are arguing a different point - that individual teams would have had good reason not to sign Kaep. True, but that's not the same as collusion. And that's true too regarding Kanter, since most (all?) teams no doubt shy away from pissing off the almighty China and its revenue stream.

And as the article clearly states that the Ravens were going to sign him until he called the owner a modern day slave owner. No collusion, everyone just decided he was not worth it on their own.
