There's no doubt that being on the Giants active roster is a better place to be than on any team's practice squad, but who knows what the Bills might have available next year. Next year, no Trubisky and Webb might retire and become a coach. At minimum, you compete with Webb for the backup job. They drafted Fromm in the 5th round to be more than a practice squad player.
