The position of the QB on the field differs.  Ed Oliver fell on Mahomes feet in the pocket, where that's not legal but a horsecollar tackle is

 

The Pat hit Jones outside the pocket, where a horsecollar tackle is illegal, but slamming into the QB's lower legs just after he throws is not.
