They waived him but because he was subject to waivers, was not claimed, and due to the injury  designation, he automatically reverted back to Bills IR. So they had to cut him again, from IR, to allow him to play somewhere else this year. Otherwise he’s stuck on IR for the year. Doubt he has a season ending injury.

He signed at the wrong time-could have started on the 2017 &  2018 Bills (along with the other below average WRs on that team).
