3rd round picks always sign late.  I think it's because the guaranteed money can be discussed unlike other rounds.  I could be wrong though

A rookie on a rookie scale waiting until 2 weeks before camp to sign spells agent hardball to me.  What could they have been holding out for, a better parking spot?

It's good to have all our draft picks signed before training camp. Holdouts often hurt the player most of all when it comes to rookie contracts since the overall value is pretty much set by the wage scale. Missing training camp pretty much guarantees you won't be able to win a starting job. Offset language only comes into play if he's released (injury money is still guaranteed)
