On the other hand, it is interesting to see how successful the enterprise has been when operating under a fiscal and regulatory umbrella of their own design. In the end, I suppose, the tax collectors need to find a way to get whatever is necessary from Disney, and if local tax rates increase, they increase. ps: In response to the headline, Disney has its own government because elected officials allowed it.
