Pelosi caves, punts vote on bipartisan infrastructure bill to Thursday

 

 

Infrastructuremas hasn’t been canceled … at least not yet. The prospects for the bipartisan infrastructure bill don’t exactly look cheery, however, as Nancy Pelosi caved at least in part to the progressive House caucus. Instead of the vote scheduled today for the $1.2 trillion bipartisan bill, Pelosi has pushed it off to Thursday — the same day that Congress has to act to forestall a government shutdown:

 

Speaker Nancy Pelosi of California said on Sunday night that the House would vote on a bipartisan $1 trillion infrastructure bill on Thursday, giving Democrats more time to reach a consensus on President Biden’s sprawling domestic policy package.

 

The vote will come hours before government funding — as well as key transportation programs addressed in the infrastructure bill — is scheduled to lapse on Oct. 1, leaving lawmakers with a narrow margin for error.

 

The Washington Post puts it more bluntly, calling this a “punt.” Pelosi appears to have lost confidence after House progressive caucus leader Pramila Jayapal claimed to hold 60 nay votes on the bill if it came to the floor today:

But the speaker announced Sunday night the actual vote would slip until Thursday in a victory for muscle-flexing progressives. In case you were counting all the stress-inducing deadlines in Washington, that’s one day before the government will shut down if Congress doesn’t pass a separate bill to fund it.

 

Rep. Pramila Jayapal (D-Wash.), head of the Congressional Progressive Caucus, said she wasn’t bluffing when warning that progressives were willing to tank the infrastructure plan until the House and the Senate also pass a $3.5 trillion reconciliation bill that’s still far from finished. And it seems she meant business.

 

Pelosi may have finally figured that out. As late as yesterday morning, Pelosi told ABC’s George Stephanopoulos that the vote “may be tomorrow” (meaning today), but that it would take place when she was sure she had the votes. It’s not meaningless, therefore, that Pelosi later rescheduled it. Pelosi is still also arguing that the $3.5 trillion reconciliation bill has to pass as well, but …

Showdown: Pelosi says House will vote on bipartisan infrastructure bill before reconciliation, angering progressives

 

 

For weeks Pelosi backed up the leftists in her caucus who insisted that neither infrastructure bill would pass unless both passed together. They were a package deal. That was the only way progressives had leverage over centrist Dems in the House and Senate like Manchin and Sinema. Centrists want the bipartisan roads-and-bridges bill, progressives want the reconciliation social welfare mega-bill. If centrists don’t agree to give lefties what they want, the left will repay the favor.

 

Pelosi was with them on that, vowing not to bring the bipartisan bill to the floor for a standalone vote. But in the end, she had to face a hard reality: Progressives have no leverage here. With the Senate 50/50, Manchin and Sinema get to dictate their terms. And it seems obvious by now that the centrists aren’t as invested in the bipartisan bill politically as progressives are in the reconciliation bill. Manchin can live with the entire infrastructure effort going down in flames, which would save the country trillions in new spending. He might even be rewarded for it in West Virginia. But lefties see this as their best and probably last chance for many years to dump truckloads of money into progressive pet causes. For them to have any chance of that happening, they’re going to have to follow this process on the centrists’ terms.

Joe Biden is reportedly meeting with Manchin today to twist his arm to that effect. But look at it from Manchin’s perspective. Let’s say he decides that he doesn’t want to pass any reconciliation bill and announces that today. What’s the left going to do about it? They can tank the bipartisan bill on Thursday, sure, but how likely is it that Biden and Pelosi will allow that bill to stay dead knowing the electoral consequences if they do? “I’ll guarantee you this: The infrastructure bill will pass before November 2022, before the election,” Manchin said yesterday. “I’ll guarantee that bill will be passed before November 2022.”

 

And he’s almost certainly right. Biden and Pelosi will move heaven and earth to get that win on the board before the midterms for the benefit of their vulnerable centrist members, twisting whatever progressive arms they need to in order to make it happen. Manchin doesn’t need to lift a finger on reconciliation if he doesn’t want to.

 

The bipartisan bill will pass — eventually. Which means the real suspense in Washington now isn’t whether that bill becomes law, it’s whether centrist Dems are willing to do anything on reconciliation or if they’re working up the nerve to tell their party that that bill is dead. (Or at least needs to be much, much, much smaller.) Stay tuned.

House Speaker Nancy Pelosi pulled a vote on President Joe Biden's $550 billion infrastructure originally planned for Thursday. It's a major setback for Democrats as moderate and progressive feuds deepened over Biden's domestic agenda. Members are advised "the House is expected to complete consideration of the Senate Amendment to H.R. 3684 — Infrastructure Investment and Jobs Act, tomorrow," a floor notice read. The vote was yanked after it became obvious that House Democrats did not have enough support to clear the bill and send it to Biden's desk.

Progressive Democrats have welcomed the delay in Congress' vote on the $1.2 trillion bipartisan infrastructure bill, which they say should be linked to the $3.5 trillion Build Back Better package. The House of Representatives was due to vote on the bipartisan bill on Thursday, but the vote was postponed after late-night negotiations among the Democrats and divisions between progressives and moderates in the party. The $1.2 trillion bill passed the Senate in August with bipartisan support, but progressive Democrats had said they would not vote for it unless the $3.5 trillion package advanced alongside it.

The bipartisan infrastructure bill does not have to be tied to anything if Biden will sign it, already passed by the Senate

White House digs at GOP, says ‘no real courage’ from House members to support infrastructure bill

 

"They could come forward and support it as 19 Republicans in the Senate did, but instead they have chosen to be influenced by, whether it's pharmaceutical companies or other special interests or just to be strong armed by their leadership, not to support legislation that many, including members of the Problem Solvers Caucus, suggested they may," Psaki said.

 

"So it just requires a majority to support legislation in Congress and we haven't seen any real courage from the Republican side in the House," she continued.

So it's not the solely  blame of the progressives in the House. They don't have to wait for the Senate to pass the $3.5 T or much less   bill. If fully paid for by a tax increase should not cause inflation to worsen.

I’m wondering if the Rs missed the “We want to be friends again” ♥️ shaped note from the Dems.  Or maybe it’s the tax increase they aren’t crazy about.  Or maybe it’s just plain old “Go &$#@ yourself” politics in play.  It happens, it’s pretty much business as usual, and nothing to get all turnt up about.

We’ve taxes cigarettes enough and smoking overall is way down. We should be going after these awful energy drinks. 
 

Have you ever seen what the average working class individual buys from convenience stores each morning before work? It’s like 4-5 monster drinks to get them through the day. Southerners live extremely unhealthy lifestyles and the rest of the country has to pay their HC because they’re so poor.

 

I knew a guy that died from those things. His heart exploded while he was working.

A lot of people other than those consuming energy drinks making you pay more. It’s the price of freedom.
