Govt investments, to influence social and other behaviors should all be properly vetted, which should include feasibility of success. To a degree, you might be right. I think many have been far past reasonable degrees. I think we've had far too many situations of "investment" going to friends and political allies.

I completely agree. This is why I think we need to invest more in Inspectors General, whose jobs include preventing waste and corruption. Last I checked, for ever $1 we spend on IGs, we get up to $26 back in savings from waste.
