Likely the numbers would have been much higher in comparison to those Super Bowls since there were no such thing as IPTV or other streaming options available to use that don't count in the ratings at that time.

not a media analyst, but a 48 in a tiny market is a pretty ho hum event in the media world.  a more interesting number would have been the national number-- that would tell you if Goodell should pay attention
