Is Terry Pegula a QB scouting genius?

According to reports when the Bills were looking at QBs in 2017 & 2018 he loved Patrick Mahomes in 2017 & Josh Allen in 2018.  Terry loved the best QB in back to back drafts, he's a QB scouting savant!  .

I think the only fair thing to do is to cut Josh Allen after this season and let Terry pick another QB.  If he gets it right a 3rd time in a row you fire Beane to save money.

Aren't GM's contracts guarenteed?  He could morph into a Jerry Jones where he makes calls but others do the work and Jerry just does the screw ups.
