Of all the sports I watch, the NFL has to be the only league where the officials never ever have the good sense to chill out and put their whistles and flags away and let them play. Hockey and even soccer have officials who sometimes ignore minor offenses if they have no impact on the play. But not the NFL. All flags all the time, all fouls real or imagined are to be called all the time.

He did not hit him, he wrapped him up with both arms  and tackled him.  And you don't wait 5 minutes then throw a flag

Um ... wrapping him up low is absolutely a penalty. “A rushing defender is prohibited from forcibly hitting in the knee area or below a passer who has one or both feet on the ground, even if the initial contact is above the knee.”

I wouldn’t be surprised if the extended delay was due to the league office contacting the refs and telling them that they completely missed the call.

The only "replay" shows Diggs on the los with another receiver behind him. Looked ok to me.

He looked off to me. Happy to watch it back and be wrong but I called the penalty as soon as they snapped it.
