It's because the ball hit the charger player in the stomach. Moss didn't mean to do it. He just tossed the ball behind him, but all the ref saw was the ball hit the charger player an decided to throw the flag. Didn't use critical thinking to realize Moss wasn't doing it to be unsportsmanlike.
