You also didn't address my final point about why some SOC have done extremely well on gifted and talented programs while others have not?   Why have some done very well while others have not?  What are the differences between those that excel and those that don't?

     I was just typing "pardon my ignorance, but what is SOC"  and then it hit me. Students of color.    There is one race that is very well represented in Gifted and Talented programs.  They have been for decades.  In your mind, why is that?

Are we talking about the same thing? I'm referring to the person who has a seal and attests to the fact that the right person signed a specific document. You seem to be referring to a district judge, sometimes called a justice of the peace.

It's a quirk in the NY Constitution that elected Sheriffs cannot hold any other state commission (which a notary is.)

I'm not sure why elected sheriffs entered the conversation but it appears to me that notaries don't do much other than look at a person's license or other photo identification and then attest that the signature on a document is theirs. They then top it all off with an official seal. Now, I can understand why it might take Tiberius years of study to learn how to do this but I'm willing to guess that you or I could finish learning the actual necessities of the job over a lunch hour, with time to spare for a martini or two.

You can learn the necessities over a 5 minute martini break. The written test is apparently pretty tough (attorneys are exempt from taking it.) Might need a 3 or 4 martini lunch to learn the stuff.
