I disagree with your and @GunnerBill‘s assessment or maybe definition of elite. Does Dak possess the physical gifts to be an Aaron Rodgers? No. But can Dak at 26 continue to improve his command of an offense, his mental game, his mechanics and accuracy and be in the top 10 to top 5 for the next 8-10 years? I think he can. He may NOT of course. But honestly, Russell Wilson today compared to the Russ of his rookie deal are pretty different players. And Russ has a good arm but he doesn’t have the outrageously elite arm that Rodgers, Mahomes, Stafford or Allen have.
