One of my motorhead buddies had a building inspector stop by his house and told him to stop working on cars other than his own. He is in a residental zone (not buisness zone). Very good point - stay on the city ordinance route (zoning, noise ordinance etc. )and keep nagging the city. They'll eventually listen. The sugar/bleach in the gas tank is kind of cruel because as long as these kids are just working on cars and not dealing drugs etc,, they aren't doing anything wrong other than being totally inconsiderate little bastards (which is typical). As soon as he gets a girlfriend, he may lose some interest in the car. Keep talking to the parents.
