Here is a running back rating list from FootBall Outsiders.  Running backs are ranked according to DYAR, or Defense-adjusted Yards Above Replacement. This gives the value of the performance on plays where this RB carried/caught the ball compared to replacement level, adjusted for situation and opponent and then translated into yardage”  Let’s look at the top 10 RB’s and then how the Bills 2019 guys fit it.

Name                    team                     drafted                 college

                TOP 10

E Elliot                   Dallas                    R1   4                      Ohio State

C McCaffrey       Carolina                R1   8                      Stanford

M.Ingram            Baltimore            R1  28                    Alabama

A.  Jones              Green Bay           R5  182                  Texas El-Paso

K Drake                Tampa                  R3   73                   Alabama

D Henry                Ten                        R2  45                    Alabama

R. Mostert          SF                           UFA                       Purdue

D Cook                  Minn                     R2 41                     Florida State

N. Chubb             Cleveland            R2  35                    Georgia

C Carson              Seattle                  R7 299                   Ok. State

……

       Number 20

D Singletary        Buffalo                 R3 74                     Florida Atlantic

                                   Number 44

F Gore                  Buffalo                 R3   65                   Miami

OK.  Six of the top ten were drafted in the first two rounds.  If you want a difference maker that is your best bet to get a difference maker.  I want the Bills to get to the SB, I do not want to watch a bargain basement team just fight for a playoff spot some years.

The Bills have 19 teams ahead of them in the RB listing. Gore is next to the bottom and is gone in 2020.   If we really want to win, we should be at least in the top ten.  Yeldon is not that guy.

The main option for moving up for an RB in the second is the one you left out:  DON'T.

Again, this is a year with terrific RB depth. Starters will likely be drafted as late as the 4th and 5th this year. RB is the second-best position this year by most reckonings, after WR.

That's the kind of year you wait and get your platoon guy later. A lot of really backs there ... Eno Benjamin, Perine, Joshua Kelley, McFarland, Darrynton Evans, or my favorite, the 6'0" 247 pound A.J. Dillon, who ran a 4.53 40 and pancaked people all year while being outrageously productive.

And yeah, highlight reels all look good but this guy's traits are outrageous and he showed himself every bit as productive as those traits would indicate. When you can get a guy like this in the 4th or 5th, why would you spend a high pick on a platoon guy? You wouldn't.

It’s rare when a one dimensional RB makes a team better.

The probability is high that the next RB added to the roster will see more meaningful playing time than any other future player that is added either via the draft or free agency.  Injuries can always mess with that but I would think that getting as dynamic a playmaker as possible for this role could have a big impact on 2020.  If Singletary is nicked up and doesn't dress then this person will become even more important.  A game at New Era has 30+ mph winds and Singletary and his new running mate are leaned on even more.  Hopefully they could develop a screen game to use in such conditions much as the Eagles did.

Whoever the Bills add should have a good short yardage between the tackles pedigree and be an asset in the passing game.  Let the game situation and their production determine whether Singletary or the "New RB Guy" is in the game.   The Bills may be willing to see who falls to them and if they do not like the values presented to them, look to add a vet after the draft.  Since there likely will be no OTAs or minicamp, there is no reason to make such a decision until after the draft.
