Locking down is in many flavors. Would you say that CA is locked down? I would. But restaurants can do takeout. I would say PA is in lockdown but restaurants can have 50% capacity in some places. 

 

Sweden already has rules in places, and also many recommendations (that people are following by and large). If you restrict people's behavior, you're locking them out of things. It ain't rocket science but if you want to dicker on how we use "lockdowns," have at it. Sweden is considering "additional freedom-restrictions."

Stop being a hard head and just admit that your wording wasn't correct.  Lock downs means that things are shut down and people are not able to go out except for necessary items.

“I personally think in the warmer weather, we could begin to find our footing, assuming again that we’ve got the health care infrastructure, especially broad-scale testing, that we’re going to need to give us that confidence,” Murphy said. “I think this is a June or July much better reality if we keep doing our part, especially stay at home right now."
