I believe it's been done but it's extremely infrequent. If you want to be as competitive as possible, you always roll it over. Fans get it and don't appreciate what it means. No team has ever not rolled over their cap space. One could chose not to do so (or make an unintentional mistake and not do so), but that would not impact the minimum they are required to spend. The minimum spending limit is calculated as a percentage of the unadjusted league cap. We have Tre White coming due next year for the 5th year option and then FA the next year. Josh is coming due the year after. The team could spend $50M on those 2 players, sign all of their draft picks, and still be able to afford 2 premium (and I mean massive) UFA deals without breaking a sweat.
