He was not American and lived in both the 19th and 20th centuries, but more than half of his life in the 20th.

He was a leader pre WWII but not the leader of what was to be an Eastern Bloc nation.

Correct!!! Mustafa Kemal, later Mustafa Kemal Ataturk or just Ataturk, father of the modern Turkish Republic.

 

I thought that Eastern European not Eastern Bloc would lead rather quickly to the answer.
