Yeah, its weird that they allow people on TV to get away with crimes when there is slam dunk evidence to convict. Its almost analogous to the porn industry. You can pay a woman to sleep with you as long as its on camera, otherwise its prostitution.. doesn't make a whole lot of sense. 1

What I would like to see: None of these player get paid while out and the owners send their salaries to a foundation supporting victims of violence. In addition the owners play the same amounts for their team penalty. 1

The injury to Tre' is what makes it worse purely on its own, helmet on or not. And again, the fact that Tre' was completely blameless, unaware, and defenseless, whereas Rudolph instigated it and went after Garrett after getting his helmet ripped-off makes his attack worse. Strongly disagree, as I think most would, but we'll just have to agree to disagree I guess. And I'm very much a Bills homer.

Someone typically has to indicate to the police that they want to file charges to start the process. In some states, there's a process the citizen can follow if the police/prosecutors don't pursue charges but I don't know of any state where law enforcement will pursue charges without the cooperation of the victim (some limited exceptions in DV cases)
