Trump was was acting for Russia by "freezing" the aid. Taylor said he was afraid that Trump would get their TV moment of investigations, that Ukraine still wouldn't get its weapons.

If you're unaware of what they are, or how they fit in, I suggest you learn. You'll see how the Ukraine is a key player in this whole saga, especially the attempt to subvert the 2016 election on behalf of the Clinton Campaign and with an assist from the Obama White House and IC.
