your draft auction idea is anti-parity....i see it benefitting new england (smart cap)  just as much if not more than lousy teams who need it

 

players and coaches will never tank.....GM's & owners can ....but so what

 

tanking does not guarantee future competitive success...see cleveland, jets, giants

 

parity inspires hope of worst to first success stories.

 

tanking digs a hole so deep that few can climb out of....miami will suck for years after this talent purge

Or just do a lotto for the bottom 15 teams like the NHL does.   Being worst gives you the best chance at first pick, but not a guarantee.    From the wiki   Draft lottery
